The City of McFarland is soliciting proposals from qualified vendors for the purchase of a new Skid Steer Loader for use by the City’s Utilities Department. This equipment will support water distribution, wastewater treatment, and public works maintenance operations.
RFP Issued: Tuesday, May 12, 2026
Proposal Deadline: Tuesday, May 26, 2026, at 2:00 PM
Submission Method: One electronic copy must be submitted by email to Frank Negrete at fnegrete@cityofmcfarland.ca.gov.
The City is seeking a new skid steer loader similar to a Caterpillar 262D3, John Deere 332G, Bobcat S76, Kubota SSV75, or approved equal. The equipment should be suitable for municipal water, wastewater, and public works operations.
Key equipment specifications include:
Cab and Operator Station:
The skid steer should include an enclosed cab with heating and air conditioning, a cloth or vinyl suspension seat, adjustable armrests, rearview mirrors, front and rear work lights, windshield wiper and washer system, sound suppression package, backup alarm, rearview camera, and standard safety features.
Engine and Drive System:
The equipment should include a diesel fuel system, standard engine for the proposed model, and a standard hydrostatic drive system.
Hydraulic System:
The skid steer should include standard hydraulic flow, with high-flow auxiliary hydraulics preferred for attachments such as trenchers, augers, sweepers, breakers, and other utility maintenance equipment. A hydraulic quick coupler is preferred.
Operating Capacity and Lift Design:
The machine must have a minimum rated operating capacity of 2,500 pounds. A vertical lift design is preferred for loading, material handling, and pallet operations.
Tires, Bucket, and Attachments:
The skid steer should include severe-duty pneumatic tires suitable for asphalt, dirt, and utility construction operations. A compact track loader equivalent may also be considered. A general-purpose bucket, approximately 74 to 84 inches wide, should be included. The machine must be compatible with standard skid steer attachments, including pallet forks, augers, trenchers, sweepers, grapples, hydraulic breakers, and grinders.
Safety Equipment:
The equipment must include a ROPS/FOPS certified cab, backup alarm, operator restraint system, emergency shutoff controls, and all required OSHA and ANSI safety equipment.
Warranty and Manuals:
The manufacturer’s standard warranty must be included. Any extended warranty options should be identified separately in the proposal. Vendors must also provide the owner’s manual and complete service manuals for the engine, hydraulic system, electrical system, drive system, and all applicable skid steer components and attachments in either book or electronic format at the time of delivery.
Add Alternate:
Vendors must include a separate line item for an asphalt planer with water tank attachment. This add alternate may or may not be awarded depending on cost.
Required Proposal Items:
Each proposal must include an itemized quote showing the equipment specifications and price. The proposed delivery date must also be included and may be considered as part of the award decision.
Proposals will be reviewed based on cost and adherence to the required specifications. The City reserves the right to reject any and all proposals, waive irregularities in the proposal process, and issue written addenda if revisions to the RFP become necessary
