City Clerk
The City Clerk serves as a vital link between the public, the City Council, and city departments, ensuring transparency, accessibility, and compliance with state laws. As the Elections Official, the City Clerk coordinates municipal elections in partnership with the Kern County Elections Department, ensuring a fair and lawful election process. Additionally, the office serves as the Filing Officer for Statements of Economic Interests, as required by the Fair Political Practice Commission (FPPC), overseeing disclosures from City Council Members and other officials per California Government Code Section 87200. The City Clerk’s Department also manages the official records of the City, including resolutions, ordinances, contracts, deeds, and legal documents. The office is responsible for recording, preparing, certifying, and maintaining the official minutes of City Council and Planning Commission meetings, as well as compiling and distributing meeting agendas and legal notices as required by law.
As the custodian of official records, the City Clerk ensures compliance with the California Public Records Act (CPRA) by processing public records requests in accordance with state law. While the Freedom of Information Act (FOIA) applies to federal agencies, the CPRA governs access to state and local government records.
In addition to these responsibilities, the City Clerk’s Office coordinates the City’s bid opening process and accepts claims and other legal documents.
